E-64 is the district administrative regulation governing the approval of new programs. This regulation may be modified to accommodate the new State Chancellor's Office procedures.

Procedure for Development and Approval of New Educational Programs

1.
The College President shall send a memorandum to the Vice Chancellor of Educational Services, requesting
authorization to plan the program. The title of the program and a brief summary of its purpose and content shall be
included.
2. Upon receiving authorization from the Vice Chancellor Educational Services, the college will prepare the Preliminary
Report for a New Educational Program (PREP) form provided by the Office of Educational Planning. The PREP form
will be sent to the Division of Educational Services with a recommendation by the College Curriculum Committee, the
Dean of Instruction, and the College President.
3. The PREP will be reviewed by the Office of Educational Planning in consultation with the Dean of Instruction. The
review process will include consideration of:
1. Purposes and content of the program.
2. Relationship of program to college curriculum, mission, and master plan.
3. Relationship to programs districtwide.
4. Support for the program with regard to related college curricula, available facilities and staff, enrollment or placement data, and lack of competitive duplication.
5. Evidence of need, including job opportunity, student interest, and demographic characteristics of the service area.
6. Estimated cost and means of funding.

Upon completion of the review, a recommendation will be presented to the Council of Instruction for its review and
recommendation.
5. After review by the Council of Instruction, the program will be presented to the Vice Chancellor of Educational
Services for a recommendation to the Chancellor. Programs approved by the Chancellor are submitted to the Board of
Trustees.
6. If the Chancellor and Board of Trustees approve the program, the college will prepare the forms and documentation
required to submit the program to the State Chancellor's Office.
7. The Office of Educational Planning will advise the colleges in the preparation of the proposal to the State and review
final documents.
8. The Vice Chancellor of Educational Services will determine approval of the final proposal documents and submit them
to the State Chancellor's Office.
