I.
Responsibilities of the Trade-Tech Curriculum CommitteeThe
Los Angeles Trade Technical College Curriculum Committee (referred to herein as
the TTCCC) is a standing committee of the college Academic Senate and acts as an
advisory body to it. The TTCCC will be responsible for:
A.
Recommending policies concerning the curriculum, general education, standards,
and related matters.
B.
Approving curriculum proposals for additions, deletions, or changes to existing
courses or programs.
1.
Reviewing each proposal for conformity with the mission of the college,
need for the course or program, quality of the course or program, feasibility of
offering the course or program, and compliance with regulations over the course
or program.
2. Reviewing
all curriculum proposal and change or deletion forms for correct content and
form.
3. Reviewing
all curriculum proposals for inter-departmental conflict, discipline
proliferation, overlap of course offerings, compliance with pre-requisite or
co-requisite standards, coordination between the department initiating a
proposal and the acquisitions librarian.
C.
Approving discipline competency standards and requirements.
D. Approving interdepartmental or interdisciplinary course equivalence agreements.
E.
Developing and/or approving procedures to meet Title V or other
regulatory requirements related to curriculum maintenance.
F.
Approving content of the College
Catalog and Class Schedule.
II.
Composition of the Committee
A.
The officers of the TTCCC
will be a chairperson, a secretary, and a parliamentarian. The chairperson,
secretary, and parliamentarian will be voting members of the TTCCC.
1.
The chairperson will be a faculty member and will be elected by the
voting members of the TTCCC for a two-year term. The election of the chairperson
will take place at the last May meeting of the TTCCC.
Nominations will be due by the last April meeting. The sitting
chairperson will appoint an ad hoc committee to oversee the election.
The chair’s position will begin on July 1st.
i.
The chairperson will conduct the TTCCC meetings; report to the Academic
Senate; attend the District Curriculum Committee meetings; assist the faculty
with the curriculum development process; communicate with Academic Affairs on
all curriculum-related issues; contacting curriculum originators regarding the
status of pending courses and programs; edit the minutes; set the TTCCC
calendar, with the advice and consent of the committee; arrange the meeting
room; keep informed of curriculum standards, including Title V, the Program and
Course Approval Handbook, and intersegmental and accreditation standards; orient
the new members; review the Schedule of Classes and Catalog drafts for
concurrence with approved changes.
2.
The secretary and parliamentarian will be appointed by the chairperson.
These appointments will be subject to approval by the TTCCC.
i.
The
secretary will keep the minutes of the TTCCC, prepare the minutes, and bring
copies to the TTCCC for approval.
ii.
The parliamentarian will ensure the TTCCC abides by the Senate
Constitution, the Curriculum Committee By-Laws, and Robert’s Rules of Order
Revised, and will act as TTCCC timekeeper.
In the event the chairperson is unable to conduct the TTCCC meeting, the
parliamentarian will conduct the meeting.
B.
The voting members of the TTCCC will be determined
as follows:
One faculty member elected by the
Academic Senate
One activity supervisor (chairperson, department head, or associate dean), one
elected representative, and one alternate from each of the following
departments:

C.
All college faculty, staff members, administrators, and students may attend the
meetings of the TTCCC and may participate as non-voting members.
D.
Each activity supervisor (chairperson, department head, or associate
dean) will notify the TTCCC chairperson of the department’s representative and
alternate by the first September meeting. A
roster of members will be distributed by the secretary to the TTCCC membership
by the last September meeting.
III.
Subcommittees
There
will be three standing
subcommittees of the TTCCC, the Agenda Review Subcommittee (referred to herein
as the ARSC), the Prerequisite Subcommittee,
and the General Education Subcommittee.
Additional subcommittees will be formed on an ad hoc basis at the discretion of
the TTCCC. The composition of the subcommittees will be:

The ARSC will consist of the Curriculum
Dean and five voting members of the TTCCC, appointed by the TTCCC. The ARSC
will elect a chairperson who will assist the TTCCC chairperson in developing the
Committee agenda.
B.
The Prerequisite Subcommittee will consist of at least three volunteers
from the TTCCC; this subcommittee is chaired by the Matriculation Coordinator.
The subcommittee will address prerequisite validation and enforcement
issues.
C.
The General Education Subcommittee
will consist of at least four volunteers from the TTCCC. The subcommittee will
address graduation and transfer requirements.
D.
The composition and structure of any ad hoc subcommittees will be
determined by action of the TTCCC at the time that any such subcommittees
are formed.
IV.
General Procedures
A.
The ARSC will meet once per
week, and will post the agenda at least three working days prior to each TTCCC
meeting . Any one who wishes to
place an item on the agenda shall
submit the proper forms for curriculum changes or a written request for
non-curriculum changes to the ARSC prior
to, or at, the ARSC meeting. Curriculum
changes not submitted to the ARSC will
not be placed on the agenda or considered at the meeting.
B.
A quorum of seven voting members must be present in order for the TTCCC
to take any official action. With any proposed course action there will be a
presumed motion and a second to approve the
proposal, and the discussion of the
proposal can begin immediately following the presentation.
Each proposal must be presented by the originating faculty member, a
member of the discipline, the department chair, or the elected department
representative.
C.
Any presentation and discussion of a proposed action of the TTCCC or any
informational material will be limited to five minutes.
E.
The time limit for any presentation may be increased by a vote of the voting
members present.
F.
All actions of the TTCCC will be approved by a majority vote of the voting
members present.
G.
Robert’s Rules of
Order Revised will govern the proceedings of the TTCCC in all cases to which
they are applicable, and in which they are not inconsistent with the
constitutions and by-laws of this committee.
H.
Revision or amendments to this constitutions and by-laws will be
initiated and must be approved by the TTCCC. After approval of the TTCCC, all
such revisions or amendments will be sent to the college Academic Senate for its
approval. The changes will become effective when approved by that body.
V.
Procedure to Process Curriculum Changes
A.
Proposals for additions, changes, or deletions to courses or programs
will be initiated by the faculty and the organizational leadership in the
affected disciplines or departments. The standard forms will be used to
complete these proposals. These forms must be signed by the departmental
leadership and the Dean of Academic Affairs responsible for the course or
program prior to submission to the ARSC.
B.
The ARSC will review these proposals for correct
format. The ARSC will identify all changes necessitated by law or by
college or district policy. The forms will then be returned to the initiating
department or discipline along with a list of necessary changes.
C.
The initiating department or discipline will make all necessary
changes and resubmit them to the ARSC for approval.
After the proposal has been placed on TTCCC agenda, the department
will bring twelve copies of the corrected forms to the TTCCC meeting at
which the proposal is to be considered. The
presenter may use electronic media to present his/her proposal.
D.
Proposals approved by the TTCCC will be sent to the Vice President of
Academic Affairs and to the College President for signatures and forwarding to
the District Educational Services Division.
